The eligibility requirements for the Treasurer’s Fellow Graduate Scholarship are as follows

• A graduate of any accredited U.S. college or university AND
• Actively applied or accepted into an HBCU graduate or doctorate program.

Graduate study must be in a direct or related discipline that advances economic mobility, public-sector leadership, or community wealth-building:

• Business Finance
• Economics
• Economic Development
• Public Sector Finance
• Public Administration (with a finance, budgeting, or economic development focus)
• Business Administration (MBA) with a concentration in finance, economics, or economic development

Applicants must clearly articulate how their graduate program aligns with the scholarship’s mission.

While the scholarship is open nationally, priority consideration will be given in the following order:

1. City of Wilmington residents
2. Delaware residents
3. Greater Philadelphia Area residents

Residency may be verified through a driver’s license, state ID, lease, or utility bill.

• Minimum 3.0 GPA (undergraduate or most recent degree)
• Demonstrated commitment to public service, economic mobility, or community development.
• S. citizen or permanent resident
• Must enroll full-time in the upcoming academic year.
• Must not be an employee or immediate family member of the City of Wilmington or HBCU Week Foundation
• Must agree to participate in at least one public recognition moment (Treasury Talks, HBCU Week, or a Wilmington civic event)

Applicants must submit:

1. Completed Online Application

Including demographic information, academic history, and program details.

2. Proof of Application or Acceptance

• Official acceptance letter to graduate/doctorate program (preferred if available at time of submission)

3. Personal Statement (750–1,000 words)

Written statement should address:

• How their graduate/doctorate program will advance initiatives in fairness and equity in their chosen discipline of concentration or chosen profession.
• Commitment to finance, economic development, or public-sector leadership
• Why Wilmington’s Treasurer’s Fellow aligns with their goals.
• Any lived experience or community engagement that informs their path.

4. Resume or CV

Highlighting academic achievements, leadership, community service, and relevant work experience.

5. Three Letters of Recommendation

• One Personal

At least one must be from:

• A faculty member, OR
• A supervisor in a professional or community leadership role OR

Undergraduate Seniors may submit only 2 academic letters of recommendation. Post-undergraduates must submit one academic and one professional letter of recommendation.

6. Official Transcript & Conferred Degree

All undergraduate institutions attended. If applicable, masters degree transcripts may be submitted.

• Research papers
• Professional achievements
